Member of Parliament Andrii Derkach appealed to the mayors and deputies of Sumy, Cherkassy, Chernigiv and Kyiv with a proposal to return immediately the CHP (combined heat and power) system to communal ownership. This will help reduce tariffs for the population by 25% already before the start of the heating season.
He announced this at a press conference at Interfax-Ukraine.
I appeal to the mayors and deputies of Sumy, Cherkassy, Chernigiv and Kyiv with a proposal to immediately return to communal ownership the CHP systems, which are steeped in corruption, which are rented for a pittance, and to put things in order in tariffs by reducing them by 25% before the start of the heating season, ”-said Derkach.
According to Derkach, he, together with other deputies, works in the deputy association “Tariffs minus 25% STOP corruption”, continuing to collect facts, documents and information.

He said that since the presidency of Poroshenko, two schemes have been used, due to which tariffs have been inflated. The first is coal.
« Everyone remembers the coal supply schemes “Rotterdam +”, “coal from South Africa” or “Pennsylvania coal». All these schemes are nothing more than an advertising campaign to raise prices for coal, and subsequently a basis for raising tariffs for Ukrainians. But the essence of the scheme is somewhat different. Coal supplies came from ORDLO (separate districts pf Donetsk and Luhansk regions) through Russian gasket firms. Not from Rotterdam, not from the USA but from ORDLO! The funds were transferred to offshore companies in Poland, Britain, the Baltic States and Cyprus,”- Derkach said.
He notes that all schemes were built by Kononenko in favor of Poroshenko.
« According to cargo customs declarations (CCD), the “sender / exporter” was a company from the Russian Federation. The “recipient” was a CHP in Ukraine. But “the person responsible for the financial settlement” – were the gasket-firm in Ukraine or a non-resident. According to available data, the so-called “margin” averages about $ 18-25 per ton of coal, with the expand of supplies to the above-mentioned CHPs in the amount of 1 million 400 thousand tons per year. Thus, the “shadow profit” from the above schemes amounted to about $ 30 million per year, “- said Derkach.
For its part, the people’s deputy emphasized, the overestimation of the cost of coal for the CHP made it possible to overestimate the consumer tariff for the population for the final products of the same CHP – heat and electricity.
« And this money is paid by ordinary Ukrainians. All these facts were stated in the statement of Vitaliy Mikhailyuk, who worked for Shkriblyak. He sent this statement back in May 2020 to the Office of the Prosecutor General, as a result of which criminal cases No. 42020000000000984 and No. 42020000000000985 for part 2 of article 209 and part 5 of article 191 of the CC of Ukraine were registered», – said Derkach.
The second scheme, the People’s Deputy noted, was gas theft, in which the Burisma company took part.
