People’s Deputy Andrii Derkach asks the Ministry of Finance to close the budget holes of the northern regions of Sumy region in the amount of more than 64 million UAH.
People’s Deputy Andrii Derkach appealed to the Ministry of Finance of Ukraine and the Verkhovna Rada Budget Committee with a request to consider the possibility of amending the Law of Ukraine “On the State Budget of Ukraine for 2019” in order to allocate additional costs for the needs of districts of Sumy region.
Particularly, we are talking about Putivl district, where today the lack of budget is 72.4 million UAH. This situation arose because of the postponement of the elections to the UTC, which were in December 2018, accordingly, the Putivl united territorial community was about to be created. However, through declarations of martial law, the elections were canceled; the process of creating a community was terminated for an indefinite period.
«However, in the State Budget for 2019, intergovernmental transfers are provided specifically for UTC, and not for district budgets .., which led to the insecurity of the Putivl District of 23378,400 thousand UAH.” – says the appeal.
On February 28, 2019, the Verkhovna Rada voted for the draft law on amendments, the Putivl district should receive almost 51.5 million UAH, but there is still a lack of 21 million UAH. In particular, it is not enough until the end of the year to pay back the salaries for teachers, physicians, attendants of educational institutions, employees of public institutions.
However, a similar picture is in other districts: the Seredyna-Buda district lacks 16.5 million UAH, Hlukhiv district – 1.7 million UAH, Yampil district – 4.3 million UAH, Krolevets district – 12.7 million UAH. The general insecurity of Znob-Novgorod UTC reaches one and a half million, Krolevetska – over a million.
In general, the lack of budgets in the northern regions of Sumy region amounts to more than 64 million UAH.
